Dr. Anna-Liisa Heusala is University Lecturer in Russian and Eurasian Studies in the Aleksanteri Institute, University of Helsinki.
Her research interests include public administration, law, migration, and comprehensive security.
She explores why altering structures and law is necessary but not a sufficient condition in shifting the behavior of a specific administrative culture. Recent publications include an article on ‘Authoritarian Modernization in Post-Soviet Russia: Structures, Agencies and Choices’ (with Gelman et al, Routledge 2021).
